Registrar
Overview
The Registrar is JABU’s chief administrative and academic records officer and serves as Secretary to the Senate. This office ensures that Senate business runs smoothly, statutory records are secure, and academic administration (admissions, examinations, graduation and student records) is accurate, compliant and timely.
Key Responsibilities

Act as Secretary to the Senate by preparing agendas, coordinating papers, recording minutes, publishing decisions and maintaining the official minute archive.

Custodian of statutory records, such as University Statutes, Ordinances, Senate resolutions, academic regulations and the official seal.

Oversee course enrolment, student records, transcripts and certification of awards.

Coordinate examination administration with the Examinations Committee and the departments.

Manage convocation logistics related to certification and documentation (award lists, degree certificates).

Maintain the academic calendar and ensure the timely dissemination of key academic dates to staff and students.

Ensure compliance with external regulatory requirements relating to student records and programme reporting.

Provide administrative support to academic governance (Senate committees, appeals, promotions hearings).

Lead the Registry team and work with the VC, DVC and Deans to implement Senate decisions.
Governance Relationships

Reports to: Vice-Chancellor (operational), works closely with the Deputy Vice-Chancellor on academic administration.

Serves as Secretary to the Senate and primary administrative officer for all Senate business.

Liaises with Deans, Heads of Departments, University Librarian, and Bursar (for certification and funding matters).
Core Purpose
To provide authoritative administrative leadership for the university’s academic registry and to act as the principal link between the Senate and the university’s operational services. The Registrar safeguards statutory records, manages Senate logistics, certifies academic awards and ensures that institutional processes comply with university statutes and regulatory requirements.
The Registrar as Senate Secretary

Agenda & papers: receive submissions, check compliance with submission deadlines and statutory format, compile and circulate Senate agendas and supporting papers.

Minutes & records: attend Senate meetings, prepare accurate minutes, secure approvals, and ensure official storage and publication of minutes (where appropriate).

Follow-up & implementation: track action items from Senate decisions and coordinate responses with responsible officers (Deans, Directors, Registry units).

Confidentiality & governance: manage sensitive academic business (appointments, promotions, disciplinary matters) in accordance with statutes and data-protection principles.

Advisory role: advise the Senate, Pro-Chancellor and VC on procedural matters, statute interpretation and governance practice.
Operational Remit

Admissions & Matriculation: manage admissions records, conduct matriculation processes and issue student ID/registration numbers.

Course registration & timetabling liaison: coordinate with faculties and the ICT/Academic Planning teams for registration systems and timetabling.

Examinations administration: compile exam timetables, liaise with external examiners, prepare results lists and coordinate result verification.

Certification & transcripts: prepare and authenticate degree certificates, transcripts and other official academic documents.

Graduation & Convocation support: manage submission of award lists to Senate and support convocation ceremonies logistics.

Student records & retention: maintain secure, auditable student records and manage retention / archiving policies.

Academic appeals & petitions: administer formal processes for student appeals, plagiarism cases and academic petitions as per statute.
